'Stealing' time at work, on the Net

According to some estimates, workplace Internet misuse costs Canadian businesses more than $16 billion in lost productivity annually. In the United States, the figure is estimated to be more than $80 billion. One of the new trends to watch in labor law is how companies and labor tribunals handle cyber slacking - a term coined to describe people who spend an excess of time on the Internet at work. During the past year, a sting operation took place against 27 municipal employees of Quebec City suspected of "stealing" too much time at work through personal surfing. Last November, the city formally sanctioned 15 employees for "inappropriate use" of the Internet at work following a six-month investigation carried out by Gowlings and H&A Forensics Inc., a firm specialized in computer forensics. There have been about 30 decisions rendered in Canada in such cases. In many cases, it has led to a loss of a job for the employee.
